CHAPTER III - HYDROELECTRIC ENERGY
USA has developed 86% of the country’s technically viable hydroelectric potential while Japan
realized 78%, Norway 68%, Canada 56% and Turkey 26%. The International Energy Agency
(IEA) has foreseen 53% increase of the current use of world hydroelectric power and other
renewable energy sources by 2020, which is a sign that all hydroelectric potential will be put into
operation. The European Commission incorporated an action plan into the European Union
strategies to double the ratio of renewable energy sources in the gross internal energy consumption
(from 6% to 12%) and to increase the same ratio to 22.1% in terms of electric generation by 2010.
Annual increase in energy consumption is 8-10% in Turkey except for the recession years. To
meet this growing demand, Turkey is to invest US$3-4 billion annually in the form of new energy
projects. As can be seen all over the world, energy sources development is a matter of survival,
therefore it is important for every country to be self-sufficient in terms of sustainable, trustable,
and economic energy sources. For that matter, all the energy alternatives are to be thoroughly
evaluated starting from hydroelectric power potential running with local energy source, not
dependent on the other countries.
As a primary executive public agency in hydroelectric power development, State Hydraulic Works
has developed 11,000 MW (63%) out of the total of 17,500 MW realized installed capacity in
Turkey. 21 out of 25 largest realized hydroelectric power plants in Turkey have been developed by
State Hydraulic Works.
