According to Law No 1053 put into effect in 1968, DSİ General Directorate has continued to
develop, water resources for the purpose of domestic and industrial water supply to cities with a
population of more than 100,000 Based on the results of the 2000 census, there are 57 cities
having a population of more than 100,000.
Law No 1053 has recently been amended. The Law No 5625 Article 3 has revoked population
criteria of 100,000 and extended the scope of DSİ. It has authorized DSİ General Directorate for
domestic and industrial water supply to 2950
settlements having Municipality Administration.
As of the end of 2011, DSİ has completed 44
water supply projects in operation supplying
approximate annual total of 3.31 billion m
domestic and industrial water to 34 millions of
(Adıyaman, Afyonkarahisar and 16
settlements, Ağrı, Ankara, Antalya, Balıkesir,
Bayburt, Bursa, Çorum, Çanakkale-Ayvacık, Çankırı, Diyarbakır, Edirne, Elazığ, Erzurum,
Gaziantep, Hakkari, Şemdinli, Isparta, İstanbul, İzmir, Karabük, Safranbolu, Kahramanmaraş,
Kars, Kilis, Konya, Mardin Kızıltepe, Mersin, Muğla Bodrum Peninsula, Niğde-Nevşehir-
Aksaray, Samsun, Siirt, Siirt, Pervari, Sivas, Şanlıurfa, Şırnak, Şırnak İdil, Tarsus, Trabzon, Uşak,
Manavgat, K.K.T.C., and Zonguldak).
The 32 domestic water treatment plants in 25 cities of abovementioned projects developed by
DSİ are being operated by related municipalities. 5,798,788 m
/day of water volume is treated in
these treatment plants in accordance with European Union standards. 25 cities‟ treatment plants
developed by DSİ are Afyonkarahisar, Ağrı, Ankara, Balıkesir, Bodrum, Bursa, Çankırı, Çorum,
Diyarbakır, Gaziantep, İstanbul, İzmir, Kahramanmaraş, Kilis, Konya, Mersin, Niğde, Nevşehir,
Aksaray, Samsun, Siirt, Sivas, Şanlıurfa, Uşak, and Manavgat.
DSI implements water supply projects, which are under construction. Once these projects have
been completed, annual 1,075,879 m³/day treated water will supplied for 8 cities (Yozgat, Ordu,
Şereflikoçhisar, İzmir, Konya, Karaman, Gümüşhane ve Kelkit-Köse-Kaş). The water treatment
plant projects being prepared are Yozgat, Ordu, Şereflikoçhisar, Trabzon, and Northern Cyprus.
When 22 projects under construction (Ankara, Aydın, Bursa, Çorum, Elazığ, İskenderun, İzmir,
İstanbul, Karabük, Hatay, Mersin, Karaman, Kars, KKTC (on Turkish side), Manisa Kula, Sinop,
Şereflikoçhisar, Tekirdağ, Trabzon, Ünye, Yozgat, and Ordu) are over, annual 1.1 Billion m³
water will be supplied to 13 million people. When the projects in planning stage are over,
additional 1.8 Billion m³ water will be supplied.
After the completion of the construction works, these facilities are transferred to the related
municipality. When DSI water supply projects under construction, in final design, and in
planning stages are finished, it is aimed that DSI projects will supply total 6.2 billion m
water together with existing DSI projects. The amount of water extracted from groundwater
resources developed by DSİ Regional Directorates by means of drilling wells for municipalities
and other institutions is not included in the above-mentioned annual volume because these works
are not done within the scope of Law No.1053. In addition, “Manavgat Stream Water Supply
Project” has been completed. The process of providing water from “Manavgat Stream Water
Supply Project” to domestic need or the foreign need is being applied by DSI. Besides, „Water
Supply Projects to Northern Cyprus Turkish Republic” are being carried out by DSİ.
